Choose Any Carrier, Any eIM: SGP.32-Compliant eUICC Now Available | eSIM Tech Partner "LibeSIM"

Common Creation Co., Ltd. (Headquarters: Fukuoka, Japan; CEO: Kazuki Muta; "Common Creation") today announced that, as a new service of its eSIM Tech Partner "LibeSIM", it will begin offering an eUICC compliant with both "SGP.22" and "SGP.32", the eSIM specifications defined by the GSMA ("LibeSIM eUICC"), starting July 22, 2026.


Overview

LibeSIM eUICC is designed for open, standards-faithful operation: the carrier used for the provisioning (bootstrap) profile that establishes initial connectivity is not fixed to any specific operator, and the vendor of the eIM (eSIM IoT Remote Manager) it connects to is not locked in either. It is available in two form factors, multi-cut (2FF / 3FF / 4FF) and MFF2, and can be used in a wide range of devices, from industrial IoT equipment to consumer products.

Background

As large-scale IoT deployments accelerate, eSIM, and the eUICC at its core, is being adopted as a way to eliminate the operational burden of distributing and swapping physical SIM cards. In particular, "SGP.32", the GSMA specification defined for remote management of IoT devices, has been attracting rapidly growing attention in Japan since the beginning of 2026, with carriers and SIM vendors announcing support one after another.

At the same time, when adopting an eUICC, some companies are concerned that their options in later operation may narrow: the carrier of the initial profile (the provisioning or bootstrap profile) may be fixed to a specific operator in advance, or the platform that manages profiles (the eIM) may be tied to a specific vendor. Because IoT devices are operated over long periods, being able to keep choosing carriers and management platforms at your own discretion, well into the future, is a key requirement for adopting companies.

Common Creation launched the eSIM Tech Partner "LibeSIM" as a commercial service in March 2026 and has since provided the full stack, from eSIM profile issuance to remote management through an SGP.32-compliant eIM. Building on that expertise, we are now launching this service to offer, as a standalone product, an eUICC that is faithful to the standards and is not built around locking customers in to any specific provider.

Service overview

This service provides an eUICC compliant with both SGP.22 (Consumer eSIM) and SGP.32 (IoT eSIM). LibeSIM eUICC can of course be used together with our own eIM and SM-DP+, but neither is required: it can also be combined with the connectivity profiles and the eIM of your choice.

Two form factors are available: multi-cut (2FF / 3FF / 4FF) for devices with existing SIM slots, and MFF2 for direct mounting on the circuit board. Either form factor can be selected according to your hardware design requirements.

Key features of LibeSIM eUICC

LibeSIM eUICC is designed around a simple principle: adopting it should never narrow your operational choices. It offers the following three freedoms.

Choose your carrier (carrier lock-free)

The carrier of the provisioning profile (bootstrap profile) that the eUICC uses to establish its first connection is not fixed to any specific operator in advance. The initial profile can be configured with the connectivity of any carrier that fits your requirements, so even the choice of initial connectivity remains fully in your hands.

Choose your eIM vendor (eIM lock-free)

Because it complies with SGP.32, the eIM that manages the eUICC is not fixed to any specific vendor: you can choose the eIM of any vendor. It can be used with our LibeSIM eIM, and it can equally be operated with a third-party eIM. By building on standards-based interoperability, we preserve your freedom to choose the management platform.

Flexible initial provisioning (IPAd / IPAe / LPAd support)

In configurations where the profile-retrieval function is implemented on the device side (IPAd under SGP.32, or LPAd under SGP.22), profiles can be downloaded over Wi-Fi. This means initial provisioning can be carried out without depending on a cellular provisioning profile.

In addition, LibeSIM eUICC supports the IPAe approach, in which the profile-retrieval function is built into the eUICC itself. Combined with our LibeSIM eIM, this enables remote provisioning while keeping the implementation burden on the device side to a minimum.

Expected use cases

Leveraging its freedom of choice in carriers and management platforms, LibeSIM eUICC is designed for operations such as the following. Specific applications span a wide range of industries.

  • Connectivity redundancy (BCP)

    By switching between the profiles of multiple carriers as circumstances require, a redundant configuration that fails over to another carrier during an outage can be achieved with a single eUICC.

  • Switching between Local 5G and public networks

    Devices can connect to a private Local 5G network (Japan's licensing framework for private 5G networks) inside a facility and switch to a public carrier network outside, all at the profile level.

  • Area-based operation of mobile IoT devices

    For in-vehicle equipment, logistics tracking devices, and other devices that move, the optimal carrier can be selected according to the area of operation.

  • eSIM implementation in consumer devices

    Because it also supports SGP.22 (Consumer eSIM), LibeSIM eUICC can be used for eSIM implementation in consumer products.

The momentum around SGP.32 in Japan has accelerated sharply over the past few months. We see the mainstreaming of eSIM and eUICC as options to choose from as a welcome development for the entire industry.

At the same time, IoT devices are operated over long periods. If the carrier or the management platform is fixed to a specific provider at the time of adoption, companies can find themselves unable to change course mid-operation even when they want to. We believe that every part of the ecosystem that makes up eSIM, including the eUICC and the eIM, should be faithful to open standards, and we developed this service on the design principle that customers should be free to choose each of them.

SGP.32 is an open standard, and we will continue working with our partners to drive its adoption and grow the ecosystem.

Future outlook

Alongside the eUICC, we will continue to combine our SGP.32-compliant eIM, eSIM issuance via SM-DP+, and the one-package offering of our own MVNO connectivity with SIM applets, supporting customers end to end from PoC through commercial rollout.

We will also continue joint validation with device vendors, system integrators, and carriers through our PoC partnership program, and promote the use of SGP.32 across a wide range of use cases, including automotive, energy, logistics, and tourism, in addition to Local 5G and IoT device management.
